A you-scratch-my-back relationship between industry and government may seem agreeable when the taxpayer gets some identifiable benefit (more efficient or transparent federal agencies, for example), but it can spawn policy that is out of whack with the &quot;public interest&quot; just as easily as the system you decry.  Maybe that disconnect is a testament to the real innovation going on.</description>
